Russia is preparing wide-ranging economic sanctions against Turkey days after Turkey downed one of its military jets on the border with Syria.
Russian Prime Minister Dmitry Medvedev said the measures would be drafted within days, and could hit joint investment plans, in an escalation of rhetoric between the countries since the incident.
Russia’s military has also suspended all communication channels with the Turkish military.
Turkey still claims the plane violated its airspace and that it gave the Russians several warnings before shooting down the plane.
The United States, European Union and United Nations have all appealed for calm.
Turkish president Recep Tayyip Erdogan said, in a CNN interview, that he would not apologise.
“I think if there is a party that needs to apologise, it is not us,” he said from Ankara.
“Those who violated our airspace are the ones who need to apologise. Our pilots and our armed forces, they simply fulfilled their duties, which consisted of responding to … violations of the rules of engagement. I think this is the essence.”
