Australian prime minister Scott Morrison has outlined a three-stage plan for ending lockdowns, with states and territories to move at their own pace according to local conditions.

It comes after a national cabinet meeting in which the prime minister and state and territory leaders agreed to a framework to achieve a “COVID-safe economy and society”.
